Toronto – Infrastructure Ontario and the Ministry of Community Safety and Correctional Services recently announced that the province has signed a contract with Carillion Secure Solutionsto design, build, finance and maintain the Forensic Services and Coroner’s Complex using Ontario’s Alternative Financing and Procurement (AFP) model of project delivery.
Concert Properties Ltd. is providing 50% of the equity investment and contributing management services to the Carillion Secure Solutions consortium which also includes Carillion Canada Inc., Carillion Construction Inc., Stantec Architecture, Ltd., McClaren, Willis & Lawrie Inc., Modern Niagara Toronto Inc., The Univex Group of Companies and BMO Capital Markets. Construction financing for the Forensic Services and Coroner’s Complex is being provided by BMO Bank of Montreal. The long-term financing is being arranged by BMO Capital Markets and Scotia Capital Inc. through the private placement market.

At the peak of construction, it is estimated approximately 450 union workers will be on site daily.
The Forensic Services and Coroner’s Complex will be located in the Province’s Downsview Complex in Toronto. The new complex brings together the Office of the Chief Coroner, the Ontario Forensic Pathology Service, and the Centre of Forensic Sciences on one site making collaboration between the units much easier and accommodating increased capacity for autopsies and forensic science cases. The design and construction of the new complex will adhere to the guidelines and sustainability principles of the Leadership in Energy and Environmental Design (LEED®) rating system, with a goal of achieving LEED® Gold certification.
Infrastructure Ontario is working with the Ministry of Community Safety and Correctional Services to develop the facility. Infrastructure Ontario is an Ontario Crown corporation dedicated to managing some of the province’s larger and more complex infrastructure renewal projects – ensuring they are built on time and on budget.
